Establish project governance structure

Establish project governance structure

What you will learn

  • Define project governance as a framework specifying decision authority and escalation paths.
  • Distinguish project governance from day-to-day project management.
  • Name common governance structure elements (steering committee, sponsor, change control board).
  • Explain the effect of governance ambiguity on the project's decision-making speed.

Project governance is a framework defining who has the authority to make which kind of decision, and when a decision must be escalated to a higher level. It's separate from day-to-day project management (coordinating tasks, tracking progress) — governance answers "who decides?", not "how does the work get done?".

Common governance structure elements

Steering CommitteeA group of senior stakeholders reviewing project progress and making major strategic decisions.
SponsorThe party with the highest formal authority over the project, providing resources and making decisions beyond the project manager's authority.
Change Control Board (CCB)A specialized governance body reviewing and approving or rejecting impactful change requests — part of the wider governance structure.

What matters on the exam

  • The governance structure predefines the appropriate decision level for each type of change or issue — a routine decision doesn't need the same approval level a major strategic decision needs.
  • Ambiguity in the governance structure (who decides what) slows decision-making and creates conflict over authority — establishing it early prevents this, not creates it.

Governance isn't an extra bureaucratic layer

A common mix-up: viewing the governance structure as a bureaucratic burden that slows work down. Good governance actually speeds up decisions because it predefines who decides each type of decision, so no time is wasted figuring that out for every new situation.

Quick check

Answer in your head first, then reveal.

  1. What does project governance answer?Reveal the answer

  2. Does good governance slow work down?Reveal the answer

No, it speeds up decisions because it predefines who decides.

  3. What's the effect of governance-structure ambiguity?Reveal the answer
